Head spa step counts are not an industry standard

The 15-step and 18-step labels originate in one salon's programme names and are borrowed across the market. The same number does not mean the same contents, and published prices run from ₩44,000 to ₩366,000.

A head spa “step count” is the name of one salon’s programme structure rather than a standard classification, and the same number does not denote the same contents.

“15-step head spa” and “18-step head spa” are widely used, and no body defines those steps. The wording originated in one salon’s programme names and spread across the market from there.

What a step count contains

Step lists generally combine items along these lines:

Commonly included
Microscopic scalp consultation
Neck and shoulder release
Hot towel compress
Aroma oil massage
Cleansing and exfoliation
Device application, e.g. galvanic

What counts as one step differs by salon even at the same headline number. The step count is not an index of duration or intensity, and two salons’ numbers cannot be set side by side.

The published price range

Published prices at eight Seoul salons as listed on K-Beauty Station, checked 3 August 2026. As a non-medical service, prices are set at the salon’s discretion, and some salons publish none at all.

MeasureValue
Lowest published44,000 KRW
Highest published366,000 KRW
Between branches of one brandThe same 15-step programme at 180,000 and 200,000 KRW

Salons that publish no price were the ones most often recommended in English-language guides. Recommendation frequency and disclosure do not move in the same direction.

Where the medical boundary sits

A head spa is scalp and hair care, not a medical procedure. Diagnosis and treatment of conditions such as hair loss belong to medical institutions, and the two differ in purpose and in governing law. The general principle for telling venues apart is set out in skincare venues split into medical and non-medical.

Work to standardise measures of scalp condition is under way, but it is a separate system from the market’s step-count labelling.

From the source

Seoul’s head spa market has a published, comparable price list — ₩44,000 to ₩366,000 across eight salons — and almost none of it appears in the English-language guides, which recommend three salons that mostly do not publish prices at all.

Frequently asked questions

Are the 15-step and 18-step labels an official classification?

No. They originate in one salon's programme names and spread through the market. Salons advertising the same step count do not list the same contents.

How wide is the price range?

Published prices across eight Seoul salons on 3 August 2026 ran from 44,000 to 366,000 won. This is a non-medical service priced at the salon's discretion, and some salons publish no price at all.

Is a head spa a medical procedure?

No. It is a scalp and hair care service performed at a beauty business rather than a medical institution. Diagnosing or treating a condition such as hair loss is a separate field.
