Why Korean services ask for a phone number — identity verification (본인확인) explained

Korean online services verify identity through a mobile number tied to a resident registration, a system built for residents. Foreign visitors met it as a wall. What the system is, why a phone number stands in for identity, which routes now exist for visitors — passport verification, alien registration — and what still requires a Korean number.

The wall was never the phone. Korean online services do not ask for a mobile number because they want to call you. The number is the token that proves an identity: Korean mobile lines are issued only against a verified identity document — a resident registration number for citizens, an alien registration card (ARC) for foreign residents. Verify the number and you have verified the person. The system is called 본인확인 (bonin-hwagin, identity confirmation), and it sits under most Korean sign-ups, reservations and payments.

How it works for residents

A resident has several routes. A service sends an SMS code to the mobile number. Or it calls the PASS app (run jointly by the three carriers), or places an automated ARS call to the handset. A card, an i-PIN or a digital certificate also works. An i-PIN is a government-backed online ID number issued to residents so that a site need not hold a resident registration number. Every route ends at the same place. What the site gets back is a name, a date of birth and a national or alien registration number that the carrier or issuer has already checked, and it arrives as a CI or DI code rather than as the number itself. So a Korean number “works” and a foreign number does not: the foreign number is not tied to a Korean identity record.

The routes that exist for visitors (as of 16 September 2026)

RouteWho can use itWhat it opensWhat it does not
Passport verification (Naver)Foreign nationals with a passport, no Korean numberNaver Reservation, ordering; introduced 4 June 2026Services outside Naver; anything requiring a resident number
Alien registration + Korean lineForeign residents (ARC holders)Full 본인확인 like a citizenNot available to short-term visitors
Korean prepaid SIM in your passport nameVisitors who buy a SIM at the airportA Korean number; some services accept it for SMS codesServices that check the number against a resident record still fail
Foreign-facing platformsAnyoneBooking with email + foreign number (e.g. K-Beauty Station’s country-code verification)Korean-only domestic services

The fourth row is the one a visitor can use before landing. K-Beauty Station’s consultation form, read on 16 September 2026, shows what it asks for. The mobile-number field is labelled “Mobile number”. The instruction is to enter your country code and mobile number, and the calling-code selector sits beside it. The name field asks for your name as it appears on your passport. There is no resident-registration-number field on the form at all; the check is possession of the number you gave it, not a match against a Korean identity record. If a code still does not reach you, almost every listing carries a messenger route — 134 of the 137 stores listed in English have a WhatsApp consultation button. A booking arranged there is a booking.

Why this matters for a beauty booking

Booking a salon or clinic never legally required identity verification; the platforms that hosted the bookings did. As foreign-facing booking flows and passport verification spread, the wall moved from “can you book at all” to “can you read the booking sheet and the cancellation terms”. The practical steps for a visitor are in Do you need a Korean phone number to book beauty in Korea?. The phone options themselves are in your phone for a Korean beauty trip.

Frequently asked questions

Why do Korean websites ask for a phone number?

Because a Korean mobile line is issued only against a verified identity document, so verifying the number verifies the person. The system is called 본인확인, identity confirmation, and it sits under most Korean sign-ups, reservations and payments.

Can a foreign visitor pass Korean identity verification?

Partly. Since 4 June 2026 Naver verifies foreign nationals by passport with no Korean number. Services outside Naver that check a number against a resident record still fail; foreign-facing platforms such as K-Beauty Station verify a foreign number with a country code instead.

Does a Korean prepaid SIM solve it?

It gives you a Korean number that can receive SMS codes, which some services accept. Services that match the number to a resident or alien registration record still fail, because a visitor has neither.
